What is actually wrong with it?

That is the question worth answering before anyone quotes you anything, and in Werrington the answer is usually one of four things.

A ceiling stain with no obvious cause. Almost always failed ridge pointing or a cracked tile somewhere uphill of where the stain shows. Water runs along battens before it drips, so the mark is rarely under the hole.

Water along an internal wall after heavy rain. Usually the gutter, not the roof. A gutter that is full, sagging or short on downpipes overflows backwards into the eaves.

Moss on the shaded pitch and grit in the gutters. Age. The tile surface has gone porous and the ridge mortar is breaking down. Not urgent, but it is the stage before leaks.

A cap or tile on the lawn after a storm. The bedding had already failed; the wind just finished it.

Why Werrington roofs get there

Much of Werrington was built from the 1950s through the 1970s, on the flat ground either side of the railway near the station and the university campus. Those roofs are old enough that the original mortar has been through decades of the biggest daily temperature swings in the Sydney basin, and the original steel gutters have spent the same decades holding wet leaf mulch.

Creek-side and tree-lined streets make the gutter half of that worse than average.
